Bill
Phillips is a consultant for the MIAA. Bill's forte is the development and presentation of
health and leadership workshops, seminars, and programs for middle level and junior high
schools, high schools, and first year college students.Bill Phillips' major research and expertise include adolescent
behaviors, the etiliogy of adolescent drug and alcohol use, non-use programs, the
phenomenon of recidivism and family influence. Prior to his joining the MIAA, Bill served
as an At Risk Counselor for a number of high schools in the Massachusetts area. Bill was a
catalyst in the development
of the Framingham District Court 2nd Offenders Program, which he currently directs. In
addition, Bill serves as Juveniles At Risk Liason for the Framingham and Natick courts and
consultant to First Judge Robert Campion. Bill Phillips earned his B.A. in psychology
at West Virginia State College, with continued studies at Boston University. He is
certified in alcohol and drug counseling, adolescent behaviors and intervention and prevention
counseling.
