MIAC ACTIONS ON 2007-09 Rules Changes

The Massachusetts Interscholastic Athletic Council met for several hours on Thursday, May 10. The primary purpose of the meeting was to take final action on the entire Rules Change packet.  All of these standards become effective July 1, 2007.

1. (Rule 35.1) - Tennis is no longer a fall sport, but will be sanctioned only as a spring sport.

2. (Rule 45) - The first offense of the bona fide team rule will result in only a suspension for 25% of the season. The second offense will result in a suspension for 25% of the season, and ineligibility for tournament participation.

3. (Rule 46) - The one sport per season rule has been amended to permit a student to change to another sport if recommended and approved by a licensed physician. Additionally, the student may change from one sport to another, but only in the first half of a season, provided written approval is given by the principal, athletic director and both head coaches involved in the change.

4. (Rule 49.11) - The offending coach must attend the required compliance meeting before coaching any other sport at any MIAA member school.

5. (Rule 65.12) - A player disqualified from an interscholastic baseball game is to be suspended for the next two games.

6. (Rule 49.3) - A two-game suspension will be assessed to any student athlete who is ejected from a contest for any of the following reasons: fighting, punching or kicking an opposing player, spitting at someone.

7. (Rule 57) - The Council voted to eliminate the previously approved rule which treated transferring students from a non-public member school differently than those transferring from a public school.

8. (Rule 62) - The Chemical Health Rule has been extended to be inclusive of the period from: the first allowable day of fall practice, through the end of the academic year or final athletic competition of the year, whichever is later. (Broadening this window from "in season" to the entire academic year reflects that chemical health of our students is not simply a seasonal concern.

9. (Rule 65.3) - Defensive baseball players are permitted to wear face/head protection in the field. If a pitcher or any defensive player wears head/face protection, its outer covering must have a non-glare surface.

10. (Rule 66.1) - Mouth guards now are "highly recommended" for all basketball players while on the court. (This replaces the "requirement" of the current rule.)

11. (Rule 66.4) - All varsity basketball contests shall be played in four eight-minute quarters. Sub-varsity basketball games shall be played in equal quarters of no more than eight minutes.

12. (Rule 75.2.12) - Any soccer coach who receives a fourth yellow card in a season shall be suspended for one year. (77.2.12)

13. (Rule 76.4) - The distance between the nearer edge of the pitcher's plate and the apex of home plate shall be 43 feet. (78.4)

14. (Rule 79.3) - No competitor or team in tennis will be allowed to compete without wearing a proper uniform that has the school's name and/or insignia. (80.3)

15. (Rule 80.7) - Because the net height is set almost 8 inches lower than the required male net height of 7 feet 11 3/4 inches, it is illegal for a male player on a mixed gender girls' team to at any time complete an attack hit inside the 10 foot attack line if, at contact, the ball is entirely above the top of the net. (81.7.1)

16. (Rule 80.7) - Because the fall season net height is set at the female volleyball net regulation height of 7 feet 4 1/8 inches, only female front row players are permitted to participate in a completed block. (81.7.2)

17. (Rule 80.2) - Junior varsity volleyball competitions will be two out of three games, played to 25 points using rally scoring, with the third game also played to the 25 points. (81.2)

18. (Rule 80.5.4) - Which permitted unlimited substitutions of junior varsity players is eliminated. (Now part of 81.3)

19. (Rule 80.5.5) - Is modified to read "If a coach wants to request that volleyball players on his/her team participate in more than three games, this must be agreed upon by both coaches prior to the match. Prior notification is required if the junior varsity match is going to proceed a varsity match." (81.5.4)

20. (Rule 80) - In volleyball, the NCAA rule regarding "pursuit" will be permitted, provided the venue has enough room and provided any net system that incorporates wires or chains shall be deemed unsuitable for the pursuit rule, regardless of the amount of free space around them. (81.1.5)

21. (Rule 80) - Teams will be required to switch sides of the court when one team reaches eight points in the deciding volleyball game. (Part of NCAA Rules)

22. (Rule 84.2) - Although the participation of an ineligible competitor in individual sports results in the entire contest being forfeited, the performances and outcomes of the other (eligible) individuals would stand.

23. (Rule 90) - All assignors/commissioners engaged by member schools and/or leagues to assign officials to MIAA contest will be required to attend an annual pre-season meeting with MIAA staff. (90.18)

24. (Rule 90) - The proposal that game officials remain present at the conclusion of every interscholastic event to assist in monitoring the student athlete handshake, was tabled by the MIAC. Although supported in concept by the majority, members of the Council felt that questions raised during the discussion of the proposal needed to be addressed before the Council would consider approving such a rule.
